I've updated the 2019-09 participation page <https://projects.eclipse.org/releases/2019-09> based on the information available. A great many projects (26 at this point in time) have *not* yet indicated that they are participating in the release. The instructions are here <https://wiki.eclipse.org/SimRel/Simultaneous_Release_Requirements#State_intent_early_.28M1_of_the_Release.299> .
The opt-in deadline was August 9.
