Hi, we suggest to prevent pushes to Gerrit without a Change-Id in https://bugs.eclipse.org/bugs/show_bug.cgi?id=550952.
Change-Id is the key for Gerrit to allow to update the pushed Gerrit and I think it would makes sense that Gerrit prevents commits without Change-Id. Please comment in the bug in case you agree or disagree.
