In https://bugs.eclipse.org/bugs/show_bug.cgi?id=550962#c4 Lars suggests it might be too late.

I think if we want to change the version differently than how it was changed in this existing bug we should reopen that bug so that all related changes are tracked in one place.  Or not?

It seems to me that the version increment made to the PDE feature is not following the semantic rules. They're pretty clear on this topic:

Looking at  this

I see no requirement that would justify a major version increment for this feature. And of course now we see the problems that result from using versions like a convenient brand instead of having semantic meaning. I suppose it's too late to undo this now though, right? Or is that still possible because it's only in IBuilds so far?
