This has been caused by a failing reverse proxy node in the infra. It has caused troubles for the migration of repo.eclipse.org as well. See https://bugs.eclipse.org/bugs/show_bug.cgi?id=551775#c22 . With the removal of the failing proxy node, everything is back to normal.
