The 'old' ci.eclipse.org seems to have gone down.
While trying to investigate weird failures that started yesterday [1], I
now get catastrophic start up [2].

Internal DNS are note yet updated, so builds on Jenkins are still
seeing 503 while https://repo.eclipse.org

Note that DNS had to be changed, so depending on the caching level
of your setup, you may have to wait until the change is fully
propagated.

We will do some maintenance of the Nexus instance servicing
repo.eclipse.org <http://repo.eclipse.org/>. The maintenance is
scheduled for Jan 19. @ 12 noon CET following our maintenance
window for Tier II services

The repositories will set to readonly (no deploy will work) for
about 3 hours and the service will be unavailable for about 15 min.
