In 2021-06 M3, as part of <https://bugs.eclipse.org/bugs/show_bug.cgi?id=570454> Bug 570454 - Make ECommandService and EHandlerService API official some of e4 services(org.eclipse.e4.core.commands) have been made official and their major versions have been incremented. Because of this contribution from XWT has been failing as it was dependent on older version. I am disabling XWT and Papyrus as they are dependent on org.eclipse.e4.core.commands for now Please create a new version of XWT and reenable XWT and Papyrus in simrel.
