I am not sure whether we should do it or not but this can be achieved by adding 
this line to .product files like 
https://git.eclipse.org/c/epp/org.eclipse.epp.packages.git/tree/packages/org.eclipse.epp.package.cpp.product/epp.product#n28

 

SDK completed their RC2 work and in quiet period now. So unless it is 
absolutely necessary I would prefer not to do a RC2a.

Can the --illegal-access=permit be simply added to all eclipse.ini files by 
default (by EPP and/or SDK)? This would be similar to how Java 8 -> Java 9 
transition was handled with --add-modules=ALL-SYSTEM?
