If you're still using build.eclipse.org for uploading artifacts, please switch to projects-storage.eclipse.org After a cool-down period, the old server will be fitted with an SSD drive and repurposed towards the OKD Kubernetes build cluster, where it will, hopefully, continue to be productive for a few more years.
