It appears that the Data Tools Platform died around March 2022 after its
most recent release around that time:

It's clear that dtp-dev does not respond to email, e.g., when asked
about BIRT's dependencies on DTP:
https://www.eclipse.org/lists/dtp-dev/2022/Sep/index.html
There are no more commits since that time:
https://git.eclipse.org/c/datatools/org.eclipse.datatools.git/log/
Meanwhile, WTP's JPT depends on it as does EMF's ODA...
I have been able to build it locally with Tycho with a few tweaks, so I
think it's not really dead, it's just pining for the fjords...
