I'd find it more dynamic and fair to have each of the core contributors above send out their list of proposed core contributors (which will likely overlap but not be identical to the list above), then have someone aggregate the proposals and grant core contributor status to everyone getting 3 or more "+1" votes. This is roughly what the tools community did and it seemed effective. -- meem
