The check is only done for MAC clients (VNICs are one type of MAC  
clients) defined on top of the same underlying MAC instance (for  
example NIC), but there's currently no check to ensure that the same  
MAC address is not used somewhere else on the network. Note that the  
architecture doesn't prevent such a feature to be implemented in the  
future, but it's not currently planned for our initial putback.
