Some players have reported that in rare cases, characters they just created (inculding going through the hall of sellection), are unable to use most of their skills. I don't have any information useful for debuging this, except that the objects for the skills seem to be in the player's inventory. (listed by commands, etc), and that once they die, they can use those skills.
