That's the reason why the FSF invented the GFDL for written documentation instead of using the GPL, for example: the application of the GPL to such works was simply too difficult.
Besides that, the BSD licence is not compatible with the GPL and I don't agree with its terms, so that would have been a no-no even if it was applicable to a picture.
