When I made Crosswalk's version in gyp be obtained from the VERSION file in pull request 697 I mentioned this file and asked if this was supposed to be incremented or not (it wasn't updated from 1.29.3.0 to 1.29.4.0, for example), but got no response. Right now, there's Shiliu's pull request #704 that happens to fix this, but I haven't had time to look at all the other changes it includes.
