As Kenneth said, I’d recommend you to carefully read and digest the use cases and proposals posted by John Mellor et al. of Google to the SysApps group’s mailing list recently [1]. The use cases directly relevant to this thread are: 6. Delayed local notifications 7. Delayed remote notifications Given the known issues (e.g. requires different APIs that must fit together well, background operation etc.), standards status (gaps in standards) and plans of other implementers (exploring), my recommendation would be to back off from [1] at this time and instead do further research and experiment how to solve the problem in a holistic manner. That way, you can make a long-term impact to the Web Platform development. That said, I’m sure the relevant W3C groups would appreciate feedback that is based on technical merit as further input to the discussion. Please do not hesitate to share your findings and research on the topic with the group participants, e.g. me and Kenneth.
