A bug is created to track this issue. And add some samples in the bug for bug 
reproducing.

html> must be in first line.
The impact web tests have several lines comments before <!doctype html>, see 
samples in the bug XWALK-2293

It should complied with W3C html syntax, 
http://www.w3.org/TR/html-markup/documents.html#conformant-documents

If the html page do not put the “<!doctype html>” in first line, The html 
source code would be displayed rather than render the webpage.

Crosswalk only render html web page when put the “<!doctype html>” in the first 
line.

I am not sure if it is a feature bug or expected feature? Could any one check 
and analysis?

1.    This change impact many QA’s web test cases. Such as
XWALK-2253<https://crosswalk-project.org/jira/browse/XWALK-2253> [REG] failed 
to run out test results and just loaded html file contents after tapping run 
button in Android/webapi/noneservice test
XWALK-2185<https://crosswalk-project.org/jira/browse/XWALK-2185> [REG] SIMD 
function does not work when launching the SIMD sample app
