I think this patch won't affect the rebase to M38 for tizen. The patch adds
VaapiVideoEncodeAccelerator for HW-accelerated video encode. Tiago, do you have
plan to enable it in the ozone-wayland/media?
For your second question:

I prefer '[Temp][Tizen] Temporarily remove ozone dependency' is rebased as

I tried to verify it, but some compiling error blocked me when building
crosswalk for Tizen. So I am not sure if we only comment out
'../ozone/ozone.gyp:ozone' , ozone still can be built successfully.
