For you 2nd, this will first clear memory cache. Memory cache caches http resource in RAM. And if includeDiskFiles is true, this will clear Disk cache too. Disk cache usually points to a folder where cached data will be stored. For more detail about disk cache, you can refer to https://www.chromium.org/developers/design-documents/network-stack/disk-cache.
