Not sure what you want to compare with WebView. If you need a helloworld apk, you could follow https://crosswalk-project.org/#documentation/getting_started/build_an_application to build out by yourself, it should be simple and straight forward. Of coz, the html reousces can be built a webview based app for your comparision.
