Ok, so let me get this right.
You added the loadFromManifest function somwewhere in:
/platforms/android/CordovaLib/src/org/apache/cordova/CordovaActivity.java
But what do you mean with
"then instead I used
loadFromManifest("file:///android_asset/www/manifest_xwalk_hosts.json");"
Where did you add loadFromManifest("file://...") ?

My workaround for this was to add to CordovaActivity.java:

}

then instead I used
loadFromManifest("file:///android_asset/www/manifest_xwalk_hosts.json");
with a manifest like:

"icons": {
"96": "icon.png"
},
"xwalk_hosts": [
"https:/blah/*"
]
}
