For the performance regression, I think it was caused by GPU on your device was blacklisted. You can add --ignore-gpu-blacklist command line when building your game with crosswalk. I verified that with the command line the performance was back on my S3. More about gpu blacklist, please refer https://crosswalk-project.org/documentation/about/faq.html. I can reproduce your problem at my S3 GT-I9308. CrossWalk 16 can get ~20FPS, while CrossWalk 17 only get ~15FPS. But I didn't see difference between CrossWalk and Chrome.
