And on your evidence, my guess is that it won't!
Try using the one in CRUISE_DATA_ROOT instead and see if that does the
trick.

That seems to be working for us. What version of ccrb are you
running?
Can you see the plugin inside the source code for the server? it
should be
in <path to ccrb app>/lib/builder_plugins/
