Hi Chad. I've worked out what was happening and I believe there's a bug some ware in CCRB.
I was using the CRUISE_DATA_ROOT environment variable as I didn't want the files in my home directory as that's on a network share. If I set CRUISE_DATA_ROOT to d:\CruiseProjects I got all sorts of problems with locating files. If I set it to c:\CruiseProjects it works fine so I would guess there's a hard coded value for drive letter on windows. Having my files on the C drive will work for now but it would be nice to be able to use the D drive as it's a much faster disk and has more space on it. Thanks.
