I'm guessing that the thought of another #! responsibility might make poor Philip feel a bit more overwhelmed. Maybe not, but I'd get goofy for sure. As you probably know, Ubuntu's monthly newsletters are published on their wiki with links from their blog (http://fridge.ubuntu.com/). I think it's important to have an RSS feed to subscribe to. I might just have it on a blog, but if it's a collaborative newsletter a wiki might be better. Another nice thing about having RSS is that you can use a service like FeedBurner to allow email subscriptions.
