Regarding #1:  Alignment does not casue a steering wheel vibration but it
may wear a pattern in the tires over time and the pattern can cause a
vibration.  Check your tires by running the open palm of your hand across
the tread face (look for exposed steel or cords first) and see if you feel
any flat spots of uneven tread blocks.  Patterns don't typicaly wear off
tires unless they are very slight so if you have them, you may need both new
tires (symptom) and alignment (cause).

Steering wheel vibration is most likely tire balance (or bent rims), then
tire wear pattern caused by alignment or inflation problem, and finally
warped braked rotors (usually eveident only under braking).

Any car that you just bought should have the wheels pulled off and the
brakes inspected for rotor/drum condition and amount of remaining
pads/shoes.
