The bigger question is what gain would you have if you did it?  The general
design is about the same from your rex to the 99 but the 99 is generally a
larger car so the arm length would be inappropriate, the uprights would be
too tall.  If I recall correctly, the front radius arm design is completely
different on the later cars but not really of specific benefit.  The shocks
and springs are certainly not correct length for your and they are not as
good as most decent aftermarket parts anyway.

What is it that you want from such a swap?  Bigger brakes? The ability to
say it is from a '99 Si?  Lots of people stupidly put Integra Type R rear
control arms on the GSR.  There is not benefit other than you now have to
use an uncommonly mounted shock that is no better than what you have.

You will have a better package if you just put a good set of performance CRX
springs and shocks on the car and make sure your bushings and ball joints
are in good shape.  If you want bigger brakes, there are a number of
upgrades available but be aware your hydraulics will likely need to be
changed as well.

Don't use stock stuff from another car unless it is a documented "all
gain-no pain" direct swap, use good stuff for made for your car.  I have the
90-93 Integra front brakes on my 89 CRX Si but really it is a 91 Civic EX
system that came from the factory on the same control arms, ball joints,
master cylinder, etc. that the 91 CRX had.  Unless it is a change that is a
known improvement with minimal difficulty, then you are asking for more
trouble than you will have gained in benefit.  Since the suspension design
is the same from 88-00, what is to be gained?
