Just a follow-up on the Cali car noise law, the following excerpt is from this week's SEMA news.  Looks like it is close to law if the Cali Gov. signs it.  Sound to me like a good opportunity for defense if you get a "too loud" citation.
 
1. SEMA CALIFORNIA EXHAUST NOISE BILL GOES TO GOVERNOR; ACTION REQUESTED
The SEMA-sponsored bill to provide for a statewide exhaust noise-testing
program has been approved by the California Legislature and now awaits
the governor's signature before becoming law. The bill authorizes Smog
Check referee stations to issue certificates of compliance for vehicles
when tests of their exhaust systems demonstrate that the systems emit no
more than 95-decibels under SAE test procedure J1169. The bill also
allows courts to dismiss citations for compliant exhaust systems. Contact
Gov. Gray Davis immediately requesting that he sign S.B. 1420 into law.
