I think that's exactly what it's supposed to do. In the service manual, it talks about a fast idle circuit that puts it up when the car is cold, and then when the engine warms up, it drops it to its normal setting, which I recall as being 750-800RPM. I know that my car does that, although it may be a little lower than 2000 when cold.
