Hey, FWIW, I have seen listings at http://www.hondaautomotiveparts.com for the '86 Si frame pieces. Look under "Front Bulkhead" and see if it covers the panhard rod thingy.

If it's where it bolts to the FRAME, then you're just going to have to weld it up, I don't think you can replace that chunk of the frame back there. I got mine welded up with some new plate steel to strengthen it - good as new if not better - for under $75. I paid about $75 but had a few other welding jobs done too. Kirk B.
