No.. but that's not to say that it can't happen. I've had this happen to me before in a Fiat that I use to own. I was able to drill out the other weld and slip a pair of bolts and nuts in place of the weld. On some of my other past non-Honda cars where it had a similar setup, I've almost always had to have it re-welded back into place. But, if I am able to drill the welds out and stick a bolt in there, I tend to go that route (just be sure to check it periodically...).
In the case of your CRX, you might want to see if it can be re-welded. If you really want to know what your options are, call your local Honda dealership and speak with the Service Advisor. Chances are they will want to see the car but at least ask them if it can be repaired and if so how much. Or call a few local repair shoppes (preferably one that deals with Honda's...) and see what they can do for you.
Since I've never ran into this with my CRX or any other CRX's that I've worked on, I've included the CRX Owners Discussion Group with this reply as there probably is someone there who has had this happen or have other suggestions.
