While hydrocarbon emissions drop as you lean out the mixture, NOx
readings will skyrocket.  The lack of a functioning catalytic converter
would certainly cause such conditions.

A garage could verify this by doing what is called a pre-cat test.  They
sample the gases at the tailpipe at idle and then drill a hole in the
exhaust upstream of the cat and take readings there.  If the pre-cat
readings say 1000ppm and the tailpipe readings say 200ppm, your cat is
deemed to by 80% efficient.  If the tailpipe readings are the same as
the pre-cat readings (which might be the case here), it would mean that
the cat is pretty much dead (ie: close to 0% efficient).
