I think the downpipe is either slightly too long or too short. I got a Maremont cat from Kragens ($95). The flange on one end can slide about 3" in either direction and then can be welded or clamped. It was perfect for me because I just lined everything up and welded the flange at the correct length.
Besides that, you can swing the exhaust forward to make it reach, but the tips will be pulled back in a ways.
