Okay, I'm completely stumped on this one. Anybody have any input:

The B16A will NOT start. It turns over fine, fuel pump runs. Replaced the
ignition coil, still no go. When the coil is tested aside from the car, the
readings come up fine (resistance). When the coil is on the car, the
negative is very low and the positive is off somewhat as well. What could be
causing this discrepancy? I've never done any work with the distributor, so
I'm totally clueless. Any help is appreciated!
