MY 99 CIVIC EX D16 Y8, HAVE BEEN IDLING REALLY HARD, THEN ON THE FREEWAYS,
WHEN I DROP TO NEUTRAL, THE RPM DROPS VERY CLOSE TO ZERO...WHAT CAN BE THE
PROBLEM....I CHANGED THE SPARK PLUG AND WIRES, I'M REALLY LOST AND CONFUSED,
PLEASE SHINE SOME LIGHT....OTHERS HAVE ADVISED TO CHECK MY VACUM LINES, BUT
THE ONLY VACUM LINE I KNOW OF IS THE ONE ONE THE INTAKE, CAN YOU HELP?

I don't know that much about the 99 Civic's, but in general checks, off the top of my head (and in no particular order), check the following:
- Timing
- Valve clearance
- Fuel filter
- Distributor cap/rotor
- Intake leak
- Throttle angle sensor
- EACV (electronic air control valve)
- O2 sensor
- Clogged exhaust/catalytic converter
- TDC sensor
- Coolant temp sensor
I would also go out and get a decent repair manual (Helm, Chilton, Haynes, etc..) to assist with checking the above areas. I've also included the CRX Owners Group Discussion Group with this reply as I know there are some people there that has a 99 Civic or at least provide some additional checks and tests.
