It's another analogue to the prisoner's dilemma: whether to go for (a) power
and thus keep holes secret and sell solutions to the highest bidder or the
friendliest neighbour, or to go for (b) glory and thus publish to gain respect
and admiration and job offers. It's likely that the larger stakeholders will
pick different alternatives than smaller ones, but also that the larger
stakeholders will "eat" the smaller ones with job offers containing
non-disclosure contracts etc. I think you'll find that SELinux only works if
the collective analytic power of the small stakeholders exceeds by orders of
magnitude the power of the largest one. However, you can decide this for
yourself: make up a Markov process to model the actual stakeholders.
