Thanks to Steven for noting that the doc is a prepub version.

What's most impressive about the report is it's calm and careful
study of networking security by those who appear to know what
they're talking about compared to lurid reports by those who appear 
to want to frighten the public rather than inform. 

It is referenced by the recent inflammatory CSIS report, "Cybercrime, 
Cyberterrorism, Cyberwarfare." Quite a contrast to "Trust in
Cyberspace."
