   If you read the regs, it makes it legal to put the crypto in orbit.  It's
   still an offense when it lands abroad.  So when the rockets go up, you DO
   care where they come down...

Presumably, though, if it burns up on re-entry, or if the crypto package
self-immolates itself by triggering the the nuclear warhead, it's O.K.
(else the military would have to attach an export license to each one of
our I.C.B.M.'s :-)
