It certainly isn't. Please keep in mind, however, that the pgp.net
keyserver system is in no way related to NAI and/or pgp.com. Given
that all the keyservers are being operated by volunteers in their
spare time the system runs fairly well.
BTW, what do you mean by "point-source PGP signing"?
