This is excessively conspiratorial. The west does not work
like that. It more like the three hundred and twentieth diet
failure.
The US officials planning the deal did not consciously know
they were lying. The European offiicials that accepted the
deal did not consciously know they were being lied to. People
with that kind of hostile and cynical attitude do not get
appointed to those kind of jobs.
When everyone discovered that everyone was lying, nobody
wanted to mention it because that would constitute being a
trouble maker and rocking the boat.
