John Keegan's book "The First World War" states that although the U.S. 
government was informed of the Zimmerman Telegram by British intelligence, the 
"U.S. State Department" had also intercepted it.  This particular claim is not 
footnoted.

Does anyone know anything more about this?  I know that Zimmerman (ab)used 
U.S. facilities to transmit the message, but it was encrypted in 0075 code, as 
I recall.
