Then you should delegate all modem driver matters to someone
who can handle them. You wouldn't try to pass yourself off as a modem
driver repairman, would you?

Likewise, a lawmaker who is completey ignorant of a certain subject matter
should not pass laws that have any bearing on that subject matter, without
first taking steps to eliminate his ignorance.

This is purely common sense.
