I know you meant that tongue-in-cheek, but in some cases it's frighteningly
close to the truth.  I have reviewed for IDTrust in the past, one year there
was a particularly nice paper that solved a number of problems with X.509 and
the comments from other reviewers were along the lines of "I don't understand
this, this isn't how the sacred scriptures say it should be done, I don't
understand it, it's not how you're supposed to do it".  The paper really was
rejected for lack of doctrinal conformity.

(Note: I won't give any more details than that since the reviews were in 
confidence, just pointing out that "review for doctrinal conformity" really 
has occurred in the past).
