By definition ECB and CBC mode only operate in multiples of the block size.
If you enable padding in CBC mode, then you can process data that is not a
multiple, but the cipher text will then typically be between 1 and
[blocksize] bytes longer than the plain text.

CBC mode can also be operated in what is known as "cipher text stealing
mode" where the cipher text will be the exact length of the plain text.
