NIST's web site lists all of the DSA implementations that are tested to be FIPS 186 compliant, so you should look it up there if that is what you mean. If you mean FIPS 140, then as far as I know there are currently no free implementations that are FIPS 140 compliant. Crypto++ will probably be the first one when it finishes the FIPS 140 process.
