This is a bug that's been fixed in the code in CVS already.

In the X917RNG class (rng.cpp) the deterministicTimeVector is an
'unsigned long', typically 32 bits on most platforms.  The X9.17
standard states the time vector is 64 bits.  Is this a bug in crypto++,
or am I missing something?
