Yeah, I guess you're right. I can't rely on TCP in my application so I guess the only way to go is to implement TCP over UDP manually.
Would you suggest doing it for the entire security protocol or just for the part that requires switching from the public key to the symmetric key. I'd say the entire thing as that makes it a lot easier to understand the flow.
