Apparently the web server has been down since the 17th or so. I'm
trying to find out if the hosting company has gone out of business, or
if it's just a temporary technical problem.

In the mean time, please use the archive at 
http://web.archive.org/web/*/www.cryptopp.com.
The source code downloads are available from
http://sourceforge.net/project/showfiles.php?group_id=6152.
