It's been so many years since I've used mingw that I don't have very specific advice. But based on those error messages you need to link winsock. Maybe googling link winsock mingw will get you on the right path. The answer will involve adding linker flags along the lines of -L(some directory) -l(something like ws2_32).
This isn't crypto++ specific. Look to see what other applications that use winsock do to build on mingw. Hope this gets you pointed in the right direction.
