I used this link years ago while working on an iPhone emcryption library:

I've been on three other projects that needed a commodity classification, 
and used the same article as a basis. I've never had one denied.

Get your STARS account early. You will spend most time waiting.

By the way, the Encryption Coordinator (that gets a copy of every request 
sent to BIS) is the NSA. Fort Meade is their address.
