There are instructions for building Crypto++ for ARM Embedded using Terry Guo's toolchain. "ARM Embedded (Command Line)", http://www.cryptopp.com/wiki/ARM_Embedded_%28Command_Line%29.
The process was tested with Cortex-M1 and Cortex-M3 processors. I don't believe Debian's toolchain is useful (I could not get the library to compile).
